  • Article 1 describes “India, that is, Bharat” as ‘Union of States’ rather than ‘Federation of States’
  • Territory of India is combination of

  • Provision of Constitution pertaining to States are applicable to all of these except Jammu & Kashmir
 
  • Article 2 —> External 
      • Power to admit Union of India new states
      • Power to establish new states

      • Form new states
      • Uniting or Divide states
      • Increase or Decrease Area of states
      • Alteration of Boundaries or Name
    • Bill need to be given to President and he sends for State Legislature except Union Territories
    • President is not bound by views of Legislature
  • Indestructible Union of Destructible States
  • These changes occur with Simple Majority

      • No state on Linguistic Basis
      • But Government was forced to create Andhra State in 1953

        • Was brought due to more demand for linguistic states

      • Financial, Economic and Administrative considerations
